1. The Ministry of Home Affairs (MHA) has appointed Mr Aubeck Kam Tse Tsuen, Permanent Secretary (Home Affairs Development), Ministry of Home Affairs, and Permanent Secretary of the Ministry of Social & Family Development, as Chairman of HTX (Home Team Science and Technology Agency) Board of Directors with effect from 1 November 2022.
2. Mr Kam succeeds Mr Chew Hock Yong, who served as the inaugural Board Chairman from 1 December 2019 to 1 November 2022. Mr Kam said, “HTX has an important mission to leverage science and technology to force multiply the Home Team. In the three years since its inception, it has delivered very good outcomes that have contributed to the Home Team’s work of keeping Singapore safe and secure. I look forward to working with the members of the board and the HTX management team to continue the good work of securing Singapore’s future with Science and Tech.”
3. The HTX Board will also welcome four new members who are leaders from industry, academia and the Home Team. They are:
a) Mr Tee Chong Fui, Director, Central Narcotics Bureau. He joined the HTX Board on 6 November 2022.
b) Ms Gwenda Fong Su-Yi, Assistant Chief Executive, Infocomm Media Development Agency (IMDA). She will join the HTX Board from 1 December 2022.
c) Prof Lui Pao Chuen, Temasek Defence Professor at the Temasek Defence Systems Institute, National University of Singapore. He will join the HTX Board from 1 December 2022.
d) Mr Prithvi Suresh Rai, Founder and CEO of Borneo Data Pte Ltd. He will join the HTX Board from 1 December 2022.
4. MHA and HTX would like to thank Mr Chew, who retired from Public Service after 31 years, and Mr Ng Ser Song, who retired as Director, Central Narcotics Bureau, for their contributions to the Board.
5. HTX, a statutory board under MHA, was established on 1 December 2019 to develop science and technology capabilities that will enable Home Team departments to better address the emerging threats and evolving challenges on the security landscape. HTX is the Home Team’s force multiplier and aims to be in the forefront of technology to empower the frontlines of homeland security.
