The Immigration & Checkpoints Programme Management Centre (ICPMC) is HTX’s capability development arm that seeks to advance Immigration & Checkpoints Authority (ICA) missions and operations.
It is responsible for the overall strategic planning and alignment of the ICT vision to deliver transformative solutions towards strengthening Singapore’s border security and improving the delivery of immigration services.

They are deployed into one of the five major domains:

Apart from delivering systems for ICA, ICPMC engineers constantly update themselves on the latest industry development and nascent technologies that will enhance ICA operational capabilities. They also work closely with HTX Centre of Expertise teams on highly specialised technologies for trials and proofs of concept.
Highlights
Together with HTX’s Ops Systems and ICT Infrastructure Sustainment Centres, ICPMC aligns with ICA work units to support its operational needs in different aspects of border security and immigration/registration work – from project conceptualisation to system development and operationalisation.
The centre also supports ICA in two key transformation journeys – New Clearance Concept (NCC) and Services Centres Next Generation (SCNG).
NCC aims to provide an efficient and secure clearance process through automation by tapping advance passenger information and past information to perform risk assessment. This is coupled with the use of biometrics to determine one’s identity with greater accuracy.
Meanwhile, the SCNG looks into transforming and harmonising ICA’s registration functions to provide a personalised, seamless and convenient experience to customers transacting with ICA and also provide ICA officers with efficient processing through automation and centralisation of processes.
