Platform Systems

Platform Systems (PS) Sustainment Centre (SC) is an essential part of HTX’s Capability Sustainment pillar. Tan Teck Chuan, Director PS SC, explains: “Sustaining and maintaining business-as-usual (BAU) tasks are our primary mission. Nonetheless, we must always look out for innovative and creative solutions to overcome our BAU challenges by breaking the status quo in order to strive for better Efficiency, Effectiveness, and Engagement.”

Bearing this in mind, PS SC strives to upkeep our Home Team assets and to ensure the operational readiness of our Home Team Departments (HTDs). The domain comprises distinct units, namely:

  • Governance & Control: Centralised planning and governance roles, which includes strategic planning, driving innovations, workplace safety, health and security as well as risk and audit management for PS SC.
  • Marine Systems:  Acquisition and management of more than 100 vessels of various types for Home Team operations against maritime security threats and incidents in Singapore waters. 
  • Specialised Systems: Responsible for a suite of specialised equipment carried by our Home Team officers, to protect and aid them in carrying out their wide range of operations in the areas of public order, public security, tactical operations and firefighting, medical, hazmat and rescue. 
  • Vehicle Systems: Acquisition and management of more than 3,000 vehicles of various types for Home Team operations in solving crimes and saving lives. 
  • Weapon Systems & Ammunition: Responsible for the various models of platform-integrated weapon stations, lethal and less lethal weapons, as well as ammunition, explosives and less-lethal chemical agents to enable a wide range of Home Team capabilities.

We force multiply our HTDs by collaborating tirelessly with them to roadmap, deliver and sustain capabilities to tackle emerging threats and the evolving threat landscape. This has allowed HTX to: 

  • Enhance the Police Coast Guard's maritime capabilities through the acquisition and sustainment of the latest 5th Generation PT Class Patrol Craft, which is equipped with a stabilised naval gun system and upgraded onboard surveillance system 
  • Future-proof our Home Team with an eye on sustainability, with the co-development and sustainment of the new Singapore Civil Defence Force (SCDF) Electric Pump Ladder to contribute to Whole-Of-Government-wide reductions in carbon emissions
  • Maximise Home Team manpower resources through innovation such as supporting SCDF 3-man Concept of Operations with the development of the 6th Generation Light Fire Attack Vehicle 
  • Work towards improving Home Team’s fleet-wide operations by improving fleet maintainability via Total Fleet Management System and Fleet Operations Management System
In addition, PS SC continuously seeks to improve and streamline our core duties by leveraging data, automation and digitalisation. We proactively scan advanced technologies on the horizon to transform our current sustainment approaches. We foster an innovative culture and encourage all our officers, regardless of seniority, to raise new ideas and challenge the status quo. For example, the deployment of an Ultrasonic Anti Bio-Fouling System on an SCDF Marine Rescue Vessel to clean the underwater hull reduces maintenance cost as well as vessel downtime. During key events, the deployment of a Mobile Crash Barrier (MCB) to protect against vehicular threats is vital. PS officers worked on an innovative solution to allow the deployment of a MCB even in height-restricted environments, contributing to the joint efforts by our HTDs to keep Singapore safe and secure.
